When the Grand War ended, one of the terms of the peace treaty was that all Raggisari citizens who had been taken to the Kythiran Empire as prisoners of war, and whom had been sold into slavery, would be returned. Because in the Kythiran Kingdom of Alcanzar, the dominant slavers region of the Empire, most of the slaves had been sold and kept in extremely poor condititions. Many did not make it till the end of the war. Many still however did, but bore scars both physical and mental of their ordeals during their captivity. So to prevent them from returning home and telling stories of their maltreatment, the High Lord of Alcanzar ordered a secret operation which entailed the mass killings of the worst treated slaves, so that only those with relatively decent stories would return to tell their tales and Alcanzar would not become an international outcast.

The operation, codenamed Operation Mercy, would consist of the formation of several transit camps, some real, some meant for the purpose of mass killings. The freed slaves would be send to large improvised camps, where they would be secretly selected on if they would or wouldn't return to Raggisar. Then they would be loaded into ships, which looked identical but some would travel to death camps whilst others departed for Raggisar.
